Chief Technical Advisor, Ethiopia ‘Prevention and Disposal of Obsolete Pesticides’

Tasks:

  • Assist the MoA (Ministry of Agriculture) for launching the international tender for the destruction of 1000 T of obsolete pesticides.
  • Assist the MoA for the purchase of the equipment and packaging materials
  • Assist the MoA in the daily management of the packaging and collection of the pesticides from the 753 sites in the country. Make sure that the agreements with the subcontractors are implemented properly.
  • Make sure that the pesticide shipments arrive on time in the transit harbour, probably Djibouti.
  • Have regular field visits.
  • Be responsible for the project monitoring, reporting and accounting for the BTC.
  • Be a key player in the preparation of the ASP (African Stockpile Programme) for Ethiopia, in close collaboration with the MoA and the FAO.
  • Assist the MoA in the implementation of the ASP programme, which will be composed of at least (but not necessarily be limited to) the following elements:
    • IPM (Integrated Pest Management)
    • Awareness building, training and Education in pest management
    • Building of laboratory capacity for pest control and management
    • Soil inventory and in situ decontamination
    • Strengthening of pesticide regulation and enforcement
    • Pesticide stocks management, container management and all other matters pertaining to the prevention of accumulation of stocks.
  • Design and activate a collaborative and complementary modus operandi between the MoA and one or more NGO’s to promote IPM at grassroot level.
  • Assess the training needs for the MoA and NGO staff.
  • Develop and help implement a programme for awareness building, education and training in pest management (including health and safety and International Regulations) for the MoA staff and NGO’s involved on the field level.
  • Assist the MoA in contracting the necessary additional short term TA for aspects of the ASP, which cannot yet be handled by the MoA staff or by the BTC TA. Organise training for the staff in those fields.
  • Participate in the mid term and final evaluations of the project and its impact on the beneficiaries and participate in the elaboration of the recommendations for the future.

Profile

  • MSc or Engineer in Agronomy ( PhD in Pest Management a plus)
  • Theoretical knowledge and field experience in at least two of the following fields:

    • IPM (Integrated Pest Management)
    • Awareness building, training and Education in pest management
    • Building of laboratory capacity for pest control and management
    • Soil inventory and in situ decontamination
    • Strengthening of pesticide regulation and enforcement
    • Pesticide stocks management, container management and all other matters pertaining to the prevention of accumulation of stocks.

  • At least five years of project management experience and/or technical advising experience in Third World context.
  • Farmer Participatory Training experience
  • A proven ability of working in partnership and to show initiative in a difficult social context
  • Proven management capacity
  • Good working knowledge of IT (Word, Excell, Powerpoint, Internet and e-mail)
  • A proven ability for report writing, analysis and synthesis
  • Perfect knowledge of English
  • Practical knowledge of French or Dutch
